The Directorate of Performance Management at the Human Resource Management Office (HRMO), in collaboration with the Human Resource Unit of the Ministry of Finance, has Thursday, 24th April 2025, ended an intensive three-day refresher training on completing the Individual Performance Appraisal System (IPAS)Form from grade 1-10 Staff at the Ministry’s Main Conference Hall George Street Freetown.
In his opening statement, acting Financial Secretary Samuel E.B. Momoh expressed gratitude on behalf of the HRMO team for honoring the invitation of the Ministry to capacitate staff in filling out the Individual Performance Appraisal System (IPAS), which will enable the management and the Human Resource Management Office to track the efficiency of every staff.
Mr Momoh furthered that this system allows staff to set achievable targets rather than the boss setting the targets for them. He encouraged all staff to take the training seriously so that at the end of the training, staff would be knowledgeable enough to set SMART Targets to enable service delivery.
The Director of Performance Management, Mr Chernor Mansaray, said that, according to their analysis, the performance of the Ministry is within 60% and below, which he believes is not a good performance for a grade-A Ministry like the Ministry of Finance.
He thanked the Human Resource Unit and leadership of the Ministry for inviting the Directorate responsible to come and improve the knowledge and Skills of Staff in filling the IPAS Form, which, he believes, in the end, will improve the compliance rate of the Ministry and improve the rating.
Mr Mansaray explained how to set SMART Targets and outlined the process of filling out the IPAS Form page by page.
The Assistant Director of the Human Resource Unit, Ministry of Finance Mr Dwight Doherty, stated that the IPAS compliance within the Ministry is not encouraging.
He said the reason for the refresher training is to understand the challenging issues of the Individual Performance Appraisal System (IPAS).
The participants thanked the leadership and the Human Resource Team of the Ministry for the timely training, stating that the training has improved their knowledge in filling out the IPAS form.
Sports Minister Augusta James-Teima Hails U-20 Team Ahead of Historic AFCON Appearance
The Minister of Sports, Madam Augusta James-Teima, has extended warm congratulations to Sierra Leone’s U-20 national team as they gear up for their first-ever appearance at the CAF U-20 Africa Cup of Nations (AFCON) in Egypt.
Speaking during a press conference held at the SLFA Academy, the Minister described the team’s qualification as a landmark achievement and a sign of progress in the country’s football.
“The Government of President Bio is pleased to see our youngsters represent the green, white, and blue internationally – and it is for the first time. It shows football is taking us to another level in this country,” she said.
Madam James-Teima emphasized the importance of developing a structured youth football system to ensure a consistent pipeline of talent for national teams. “That is why it is important to work on a proper youth system in order to get good teams at all levels.”
The Minister expressed confidence that the team will make a strong impression in the tournament, particularly as their opening match coincides with Independence Day, April 27; a symbolic and motivational date for the country. “We will celebrate in a different way because we will win the game on that day,” she stated.
Although the AFCON campaign was not initially accounted for in the government budget, Madam James-Teima revealed that efforts were made to secure the necessary funding.
“We fought very hard to make sure that the Ministry of Finance and government approve the budget to pay allowances and tickets. I am happy that the players received support from the Bio administration because they worked very hard to qualify.”
Calling for peace and unity within the football family, the Minister of Sports expressed hope that the tournament would help restore harmony within the Sierra Leone Football Association (SLFA).
“With unity there is development. Peace will help us hold successful SLFA Congresses, and only when you are together will government continue to support the SLFA wholeheartedly,” she said.
Madam James-Teima closed her remarks with words of encouragement for the young players. “We wish them all the best. We pray for them to remain focused, as success awaits them.”
