CLARIFICATION ON AUDIT PUBLICATION REGARDING AGRICULTURAL TRANSFORMATION STRATEGY
The Audit Service Sierra Leone wishes to issue a formal clarification concerning a recent audit publication titled:
“Performance Audit Report on Government Effort in Achieving Food Sufficiency by 2023 and the Impact of Climate Change on Agriculture”
In the report, it was stated that $800 million was spent on the development of the National Agricultural Transformation Strategy (2019–2023).
We wish to clarify that the $800 million stated in the Ministry of Agriculture and Food Security (MAFS) document that was reviewed by the audit team, was the cost of the plan, meaning the amount it would take to implement the plan and was not actual expenditure incurred during the reporting period. This clarification is based on updated information and follow-up discussions with the relevant stakeholders.
This situation underscores the critical importance of timely and adequate responses to draft audit reports shared with audited entities prior to finalisation. The audit process is designed to be transparent and collaborative, and the input of MDAs, Local Councils, and other stakeholders is essential to ensuring accuracy and fairness.
We therefore urge all clients to:
- Carefully review draft reports upon receipt,
- Provide complete and accurate responses within the stipulated timeline, and
- Submit all relevant documentation to support their positions.
This helps to ensure the final audit report reflects a balanced and factual account of findings and recommendations.
