MoPAPA and MoCTI sign MoU for Digital Skills Training 

The Ministry of Public Administration and Political Affairs (MoPAPA) and the Ministry of Communication, Technology and Innovation (MoCTI) signed a MoU for the training on Digital Skills Training for civil servants across Ministries Departments and Agencies. The signing ceremony took place at the Conference room 3rd Floor NaTCA building on 16th June, 2026. 

Yusuf Jimmy, the Deputy Secretary of MoCTI was the Chairman of the signing ceremony. He complemented both ministries for their efforts in adhering to the MoU which will enhance capacity building for civil servants across the country. He emphasises that, the digital skills training will upgrade Civil servants technically to merge the contemporary global work force.

Cyril Sesay, Digital Skills Development Manager at MoCTI gave an overview presentation of the digital skills training programme. He stated due to the technological gaps within the civil service that’s why they deemed it necessary to partnered with MoPAPA to embark on a nationwide digital skills training programme for civil servants. Since MoCTI is responsible for tech, they identified the gaps to advance digital literacy skills in the work force.

“When it comes to data management very poor, when it comes to AI its not existence except for few ministries, foundation to advanced skills, data management,  Cybersecurity awareness, digital tools for governance, AI & Automation and Digital leadership and data protection probably some have an understanding, but more advance technical skills needed for Civil Servants”. Sesay noted.  

Stevenson K. Kamanda, the Permanent Secretary of the Ministry of Communication, Technology, and Innovation who represented the Minister during the signing process, clearly stated that, MoCTI is not leading the training programme, but it’s jointly led by both Ministries. 

“We need to move from analogue stage to digital”. Kamanda mentioned.

He highlighted that the training is very important for Civil servants and technology is leading the globe in terms of communication. He said the justification of the training is that Civil service is to meet with the current pace of technology and that’s’ why we want to provide capacity to Civil servants in order to familiarize themselves with the digital tools, data management and digital reporting. He concluding by saying upon research of the current state of technology in the service, the training is crucial for all Civil servants which will enable them to acquaint with technology at administrative level.

Mohamed I. Kutubu, the Permanent Secretary of the Ministry of Public Administration and Political Affairs who represented the Minister in the signing process. Applauded the initiatives which will enhance technological growth within the service and will enable swift and easy communications within MDAs.      

  “It’s an opportunity for the current generation in the service, we didn’t get the opportunity when we were recruited in to the service decades ago. With the advent of technology, I’m expecting Civil servants to make use of the digital training as a capacity building opportunity that will expand their technological skills within the service.

Nevertheless, Kutubu commended both ministries to continue the collaboration which will derive technological benefits within the service, capacity building, and ease of digital communication for all civil servant in the service.

Dr. Victor Massaquoi, the Principal of the Civil Service Training College (CSTC), underscore four primary skills expected to achieve during and after the digital skills training program at CSTC. He mention that, access to digital skills, transformation of civil servants, capacity enhancement, and the objective is results production. The expected outcomes is the digital skills the participants will achieve as capacity building.          

The programme will targets 1,000 civil servants drawn from various Ministries, Departments, and Agencies (MDAs) and it will be launch at CSTC on the 26th June, 2026 by both Ministries.

The programme forms part of the Government’s broader effort to build a digitally skilled for public service who are capable of delivering faster, more efficient, and citizen-centred services and certificates will be awarded upon completion to attendees. 

The signing of the MoU will be on 16th June 2026, the Program will be launch on the 25th June, and classes will commence on Friday 26th June, 2026.

One thousand (1,000) Civil servants will benefits from the digital skills training program for nine months at the Civil Service Training College (CSTC)
